Question: Can you give any information as to whether a woman can refuse an offer to marry even though her parents agree?

Answer: If the woman has a valid reason for not accepting a proposal of marriage, then she can refuse, even though her parents have agreed. It must be noted however, that valid reasons are those that are accepted by the shariah.
